GET QUICK RESPONSE TIME RUNNING A STORED PROCEDURE IN A WINDOWS FORM BUT, VERY SLOW RESPONSE DOING THE SAME THING IN A WEB FORM. RUNNING IN VISUAL STUDIO 2003 ON A PENTIUM4 WITH 1GIG OF MEMORY.

How long does the stored procedure actually take (i.e. in seconds) on the Windows form vs. the Web form?

You know that the first request will be very slow as IIS compiles your web page? Afterwards it should be pretty quick, as it's able to access the compiled assembly.
