Slow Proxy Access

Since a name change on our web server Proxy Server Access has slowed. WinSoc Proxy access has remained unchanged. No errors have been generated in the event logs, we have not changed our WAN settings\links\etc. The new server we are using is a higher spec than the previous server. Any ideas...?
