Slow performance

Since migrating from NT to Server 2003, my desktops are performing poorly. For instance if you open IE it will hang and take some time to open, also if you go save as in word, excel, etc you get a delay as well.
Has anyone got any ideas on where to start fixing this?
A total wiped off PC and reconnected to network, runs fine?
DNS and DCHP appear to be functioning properly.
I have been puzzling over this for a while, help need

Are the workstations configured to use the AD DNS server ONLY? They should not be looking anywhere else for DNS.
