Slow or no internet (this is an Elem. school please help)

I am a newbie about Win 2003 although I have an MCP in Windows NT4 Server and workstation. I know just enough to create users and some DHCP to create reservations. Our budget is nil to none.
We have Win Server 2003 standard on a Dell T105 with 4gig ram There is a 90 gig HD half full. About 75 users in AD. The server is running in a virtual machine along with Linux which runs the Clark connect (internet filter). the Verizon tech did a speed test while replacing the ONT and it was 33meg to the router and 25meg thru our server logged in as a user. one test came back 13meg through server using a different Speed WEBsite.
The server is not running anything except and old version of Clark connect to filter internet. No SQL, no Exchange, it is a file server, user logins, print server thru IP and handles internet. It is multi homed w/2 gigabit Ethernet. 1 NIC to Verizon FIOS 35meg thru ActionTEC non wireless router, 1 NIC runs to Switches, our network. We do not have a static IP from Verizon. We also have DHCP on the server handing out IP's to all clients. Occasionally a wireless laptop will get a 169 or 168 IP from something. our scope is 10.10.9.(100-250)
This fall the internet has been a problem. We either have none first thing in the morning which I shut off the ActionTEC router (provided by Verizon). This fixes it for a while. We have spotty internet thru the day. Some times it comes back on its own.
We have teachers using Win 7 home edition Lenovo laptops to connect though home wireless routers, DHCP shut off. (I know we need Win 7 Pro, 2 teachers laptops have it now) (that's another question later)
No internet is plaguing the teachers constantly being able to teach and show "youtube" videos during a class. It effects Students doing live assignments in the 24ea PC Win 7 Pro computer lab wired Ethernet to a switch which runs back to another switch in the main rack. Yesterday (9/21/2011) 4 students in the lab during the class had to reboot to get on internet to do their assignment.
There are 2-3 old XP Pro desktops in each class wired Ethernet. Total maybe 15-20. There are about another 15 xpro desktops around campus. The 2 teachers furthest away from the main switches using the same wireless router drops internet the most and mostly cannot get on at all. With an Ethernet wire plugged into their laptops it works fine.
I need suggestions and a possible plan to fix this. We can buy some things if shown the need. this is a need.
we have 4 buildings with 100meg optical fiber between them thru trancievers to switches.
This is becoming severe to catastrophic.

Changes from last year to this semester replaced 24 XP desktops with New Lenovo win7 pro desktops wired ethenet to a switch. made sure every computer in the whole facility is running Microsoft security essentials.

To fix your windows 7 pro lab, set them up to static and you will not have that issue. Windows 7 on the fly IP changes royally make it unhappy.

Don't set Win 7 to static. It's not needed. What you need to find out is what's going across the wire. Win 7 doesn't have an issue changing IPs. It's a trivial process.

I'd disable all automatic updates on those machines and see if maybe you're not running into an Internet saturation issue. You can also check the running processes. Maybe you have a malware issue.

Check the switches for colissions and other errors.

Look at the web filtering logs to see if you find a pattern.

May sound trivial but I would suggest updating the router firmware.

how do I do that? we have 3ea Netgear ProSafe 24 port 10/100 switches here is server room but there many others in other buildings

I also have a Fluke Etherscope II here but don't know much about it. When it boots up I see the collision and Error light flicker a lot looking at our wireless in the building. I also see "Apple" several times in the list so people I-phones are on wireless???

Just now I got Outlook error as it was trying to get on the internet to check emails which it does on the default setting.

You'd have to look at the manuals for those switches to see if you can view the statistics.

Not surprising that iPhones, iPod Touch, and iPads would be connecting to your network.

All that stuff adds up. Of course, what do people do when they log onto their machines in the morning? Open their email. Lots of traffic.
