Slow Modem

I have an opt 11C, 25.30 sftwr, 1 TMDI and a NT8D09BB vintage analog card. The problem is that when a user attempts to "dial" into equipment in other offices over an analog line, he only gets between 12 and 30K connect speed. Is there anything that can be changed or adjusted to make the connection faster?
 
Try switching the line to a POTS line instead of going through the PBX. That might bump you up closer to 50K.
 
the PBX will slow down modems to about 26.2, like McGruff said, a pots line is the best alternative!
