Slow link access

I am using Chrome and win xp sp3. Once in a while, while waiting for a web site's page to open after I click on a link I get an info message to wait for the page to answer or kill the page that's waiting. I don't know if it's Chrome or XP that controls the wait time for a page to respond but I would like to increase the wait time if possible.

In Chrome go to Settings|Advanced|Network. Tweaking proxy settings may prove helpful.
