On monday, the internet connections on a network for all users was very very slow. To rule out if the problem was from the Cisco cable/dsl router, i connected a lab top directly to the ISP modem and confirmed that the problem was not the internal router.
The general behavior was that, it took a longer time to get to a website, and when i ping sometimes gives a time out result.
I called the ISP and complained of this but took some hours.
By the way, is there any programme or utility to use to be able to determine the causes.
