Slow File Copy on Route-Based Site-to-Site VPN using Manual Key

Hi All,
I have 2 Netscreen SSG5 (with version below) configured with Route-Based Site-to-Site VPN using Manual Key but users have been complaining that file copy is very slow between sites.

Hardware Version: 710(0)
Firmware Version: 6.0.0r6.0 (Firewall+VPN)
Serial Number: 0169042008000350

I am not sure of where to look or start troubleshooting. Please could anyone assist with a few pointers as to what tests to perform and configuration tips to improve performance.
