Slow Excel Saving

I am using Excel 2000 (9.0.4402 SR-1)on a Windows 2000 OS. Recently, saving any Excel Document has gone from a second or less to a standard 12 seconds regardless of size or complexity when saving to my local C: drive. For example: I can save a file to my drive and it takes 12 seconds, save the same file to a network drive and it takes 1 second, copy that same file another computer and it takes 1 second. This only happens with Excel files, not Word or other applications. I have tried deleting .tmp files, logging in as a new user, uninstalling and reinstalling MS Office with Registry Cleaner, updating ActiveX Controls. I feel I have it narrowed down to a software setting on my computer but don't know what to try next, any ideas?
 
the first save of the file should not take long, however, 12 seconds seems pretty normal for subsequent saves. XL first saves to a temp file, removes the old file and renames the temp file. that could take a little time.
 
Do you know why subsequent saves of the same file takes 1 second on one computer and 12 seconds on another computer of exactly the same OS, Maker and system components? Also, way a blank excel sheet (1kb) takes 12 seconds as well as an extremely complicated type (1.7 Mb)?
