Slow DialTone ?

Hi,
I have a Legend R7 CKE4 with 3 cabinets. System was working fine until last week when we upgraded to 4 digit dial plan and added many UDP entries to easier connect to some remote locations ( inserting 6 digits, no tie T1's ).
This week, the system has been incredibly slow to pass out dialtone. Lift handset, wait 1,2,3 seconds sometimes. All digital and single line sets seem to be affected. No ATLs in System.

Anyone seen this before ?
I am thinking of installing new CKE5 processor.
Power supplies are all newest version already.
 
I thought I'd update anyone who was interested in this strange one. A call to Avaya tech support got us more than one Tier 3 Engineer working on this.
It turned out to be a bad DS1 card connecting to our co-located tandem Legend. The first Legend had major issue syncing up to it ( according to error logs ) and it eventually brought the processor to it's knees basically, making it hard to pass dial tone.
Replacing the DS1 card seemed to work, so I guess I believe them.
