Slow Db access

Hey I'm kind of new to SQL and I have a question. I have a user who's access to a particular Db is slow. It takes about an hour for the Db to open. If the user closes the porgram and tries to open it again the result is instanataneous. I just want to know if I should be lookin at the ODBC itself or the SQL server or even the program? Another user can access it with no problems.

Well, if it works fine on another user try to catch the differences between the two configs (same OS, same EXE version, same ODBC config). Things like that.
