Slow Connect Speeds

After coming back from vacation, my connect speeds have dropped down to 31.2 from 45k+. I have not changed anything, neither has my ISP. My local Telco says they haven't done anything ( but who knows ). Is there any way for me to directly diagnose and solve this problem?

First you have to eliminate everything on your end.
Unplug ALL other devices from the phone lines.
Triple check for the latest/greatest modem drivers.
Triple check all your DUN settings.
Get NetMedic (free download), and keep note of the stats.
Gather as much as you can, then fire a copy off to your ISP, keep one to show the telephone guy (call them and complain about FAX problems (they won't bother if you mention modems/internet) and get him to check the lines from the nearest switch right to the box on the outside of your house, then show him your testing results.
