Slow, Choppy Video

Please help if you can. Here is my situation:
I have a PIII 866 with 256mb ram on PcChips M758LMR+ motherboard. It has a built-in video card that I can't play games on. The picture is very slow and choppy. It's like a frame-by-frame advancement. I messed with refresh rate and all that, but no dice.

I thought it might be the video card, so I went and bought a new 64meg Hercules 4000 xt-pci (since there is no AGP slot). The new card is recognized and all drivers are installed. I even uninstalled the sis630 video card that's built in, but there is no difference in game play.

I even thought that my ram might not be good enough so I went out and bought an additional 256 ram this weekend(Now I have 512mb SD RAM), but that didn't work either.

The game is Need for Speed III, an old game that ran perfectly on my old AMD k62 300 with a Voodo 16mb video card.

Any suggestions from you pros??? Please help.
PS - there are no trojans or viruses on my machine.

Here's my suggestion - take back the video card and ram if you can - those are not your problem. In return, buy yourself a new motherboard. If I may speak personally, I would never use a PcChips motherboard even if I was given it for free; they are that bad. So get a new board (Asus, MSI, FIC, Gigabyte, Epox) and if you're up to it, put on a fresh install of your OS. Your computer will be flying in no time.

Just search the internet for reviews on any PcChips motherboards if you'd like a second opinion. =)
 
Thank you..I have heard bad things about PCCHIPS boards. I would have to just buy a new board. :)

I was hoping to avoid it, but I guess this is my last option. :)
