Slow backing up Exhcnage 2000 server

I am trying to backup an exchange 2000 server using Arcserve 9. When I backup files, I get a transfer rate of 600 to 1000 MB/Min however, during the Exchange Backup , I only get between 4 and 9 MB/min.

Does anyone know what could be causing this slowdown?
