Slow and Fast Speed with D-Link Router???

I'm having a rather frustrating problem with my new D-Link DP-704P Router. I know someone in this form can help me. The problem started last week when I installed the router. Before that the cable modem worked fine. It was up in running for a month without ANY problems. Now thats all my ISP wants to hear and to them is, "case closed".

After fighting with getting an IP address for my router and after dealing with a cable modem that acted like a freaking x-mas tree,(lights blinking) I finailly got an IP address and I ASSUMED everything was okay. A few days later I noticed a dramctic slow down on both PC's. I called Tech support and somehow got some limited help from them. Some guy there told me my, "power Uplink" was a bit high. Running around 58%. I'm not sure of the correct numbers and terms used. A service call was arranged and a cable guy changed a few things and they told me the line was running better again.

Now After all that my router did get a good IP address, (they never told they had to call them to clear the ARP!)Both PC's were working great until last night. I did a speed test online at and got a crazy 18 kbps??? Now I just it and I am running 400 kbps!!! Why can't I can on high speed? Like I said before the system worked wonderful on one PC. That damn Router is driving me nuts!

So please someone point me in the right way. I've been searching and found all kinds of suggestions. So far nothing has worked. I'm running Windows XP Pro on both Machines. One is a Duron 800 with 256 RAM and a P3 with 256 of RAM.

Well, the one thing with most Cable modems is that you share bandwidth. Some people have problems, some (like myself) dont notice anything normally. I would try doing a speed test at different times of the day, over a period of maybe a week. That will give you a good idea of when your connection is good and bad. I would guess it would be worse in the evenings, during high traffic periods.
Now, as for your IP address. My cable modem wont give out an ip address if I switch computers because of the new MAC address. If I switch computers, then cycle the power on the cable modem, I can get my IP. I dont have a router or anything, but once in awhile I need to put a different computer online (building a friends PC, fixing parents PC, etc.).
Another thing to try when you do a speed test. Do it using the router, then plug your PC into the cable modem (power cycle it and you should get IP), and try the speed test again. You should get roughly the same speed. I would do a few speed tests with the router and a few more with the PC in the cable modem. By doing multiple tests, you get a better idea of what the speed is.
