I have a 384k frame relay connection that is extremely slow. When the router is reset the line seems ok but after an hour or two it slows to a crawl. This is a 2600 router with an internal WIC. Here is the config on the router:

His this configuration complete? I'm not finding FR dlci on ser0/0 or another sub-interface like ser0/0.1.
Can you post the config of the router on the other side of the link?
In this config, I can see you have "frame-relay traffic-shapping" applied to ser0/0 but no map-class and these probably are "shapping" your traffic in 56kb/s. Try to remove these command in both sides of the link and do a test.
If you yype "show frame-relay pvc" and you will see a pvc number/list, than type again "show frame-relay pvc xx" and you can see if you are shaped and how of the traffic was delayed/discarded by the shaper.
