Slip on T1 Prevents Incoming Calls

BCM 400 is receiving trunks by T1, E&M, wink start, from another PBX. BCM is clocking off of the far end and each time there is a slip on the circuit the first few calls coming into the BCM are not seen by the BCM. Sometimes a call or 2 will get through and then the next call or 2 will fail. Any ideas?
 
Clocking should be set to the T1 and set to Primary.

Why change the engine if all you need is to change the spark plugs.


 
Clocking is setup correctly. Seems like BCM has difficulty recovering after seeing a slip on the circuit. BCM will get alarm for loss of clock when the slip occurs but I almost think there may be something in addition to this. If it was just a loss of clock I would expect that after 1 call was successful (proving that clocking had been re-established), subsequent calls would be successful as well - but this is not the case.
Outbound calls from the BCM never seem to fail after the slip, but the far end claims they are not receiving a wink back from the BCM on some of the first few calls they send over after a slip. These inbound calls may occur anywhere from right after the slip to 5 or 6 hours later (depending on how heavy traffic is). As long as a trunk has been hit once - even if the call failed - subsequent calls to that trunk will be successful.
