I have been told no, but it would affect your ability to do future updates. SLES is just the platform operating system (Linux) and it's not going to shut down on you. All of the telephoney stuff runs on VM or other.
It is a relatively simple process to fix it, except if you don't have at least a basic software assurance service contract it will cost you. If you have a simplex system you will get charged for 8 "licenses" and a duplux will be 16. I am not sure what the cost is because it was covered by my software assurance contract. They just sent me the license key, I went into license management in Assistant and imported it. That was as hard as it was. Initially I thought that would get updated when I did the V7R2 update but that wasn't the case, so I had to follow up and to the license process after.

The end result of it is that you can not put in RMX/Assistant or CSTA updates/patches etc.
In other words they can not guarantee it.
It is a way to remove the built in obsolesce that these products have and keep your equipment up to date.
Not sure of costs though.
RMX, Assistant and CSTA hotfixes work fine with or without SLES update license.
Only PLT platform (i.e. SLES/Linux) hotfixes can not be applied when SLES update license is missing.
And yes, RMX moves and changes can be completed, no problem. RMX moves and changes have nothing to do with SLES update license.
If you have a V6 4K which has M44 status, then no PLT HF's should be coming anymore anyway, so SLES update doesn't matter.
For a V7/V8 4K, it's probably worth getting the license, because security updates etc will be coming through PLT HF at some point.
You need 1 update license for each SLES platform install. So simplex - one license. Duplex - two licenses. Duplex with 2 APE's - 4 licenses in total. The license does not need to be applied to APE, it's done on the main host Assistant only.
Oh yeah that's right - that's why I had to pay for 8 licenses - I have duplex and 6 APEs.... I knew it had something to do with total processors. I don't know the cost though.
