SL1100 forwarding not working

SL1100 R6. true analog trunks, Centrex so dial 9 for outside line.

14-01-13 and 20-11-12 enabled
20-11-1, 20-11-21 and 20-11-22 all disabled
24-09-01 set to forward all and same number for all entries for testing, 24-09-02 thru 24-09-07
CoS all have forwarding settings on

Incoming call rings to 101 only, so at 101 I dial:

speaker + 741 1 <918001231234567> speaker
User DSS button flashes

A call made to that line will not call forward. It just rings continuously at the extension. 101 has access to all trunks.
 
If 20-11-01 is disabled, then you cannot call forward immediate.
20-11-01/02/03/04/05/06 should be enables (allowed)
As well as 20-11-12, also keep in mind x101 is usually in class 15 at default, so these features need to be allowed for that class.
With centrex, you may need 2 9's, or none. I'd try it each way.
 
I did in fact need 2 9s. What the problem was was that I had to go to 22-02 and change the night mode 2 from trunk to DIL and then set the destination in 22-07.
