I have a user who needs to change the greeting on another user's mailbox. When she logs into the mailbox, she is forced to listen to all new messages. Is it possible to skip this step?

That sounds like the class of service that is making the messages play upon entry into the mailbox. Are you saying that if she hits the * key there is no affect ? or it could be that she is logging into a home or guest mailbox. If you can poet a screen print of the mailbox profile and of the class of service.
also look to see what the setting for Auto Play: N is if it is a yes it will start to play the messages but you should still be able to hit the * key to go to the main menu.

The other thing it may be is the messages are to old and are about to be deleted and if that is the case there is no way around it.
