Skillset Message: Agent Full

Hi all,

Just had a few users report a new error message that I haven't seen before. Upon trying to log into their skillset, they received a message on their sets that said "Agent Full." I disabled and renabled the skillset and forced all of the agents off, which seems to have resolved the issue, but can anyone provide details on what this "Agent Full" message means?
