Sizing form with combo box

I have a form that contains a combo box. I have a button on another form that opens the combo box form, but the combo box form covers the whole screen with the little combo up in the corner. When i created the form I sized the background thinking that the form would be small when opened. I have crawled through the properties for the form and the box and have found nothing that works. Just want the box form to pop up over the calling form and not cover the whole screen.

What property/technique am I missing?
