Site works with IE but not Netscape

The top frame keeps reloading in Netscape, I thought it was my animated GIF so I put some javascript into the HTML to show a static gif if the browser == Netscape, but didn't fix it. I'm using FP2000

This line of code is telling the browser (this frame) to constantly refresh. IE is forgiving to us designers. NN is not so nice.

Remove this line and it will not refresh.
