Site Template not showing up

I've checked to be sure that I had Admin rights before I tried this and I did. I have saved "My site" as a template, but when I try to "Create" a new site, my template is not in the list for templates.

Can anyone tell me what I need to do to make my template show up?

I've even tried downloading the template and then uploading it in the Site Template Gallery.
