Site out of whack with different resolutions

I have a real problem. I hae started designing a website in Dreamweaver 8. I designed at an 800 x 600 resolution. It looked perfect when published but when I vewed it at a larger resolution, it was off centre, centred text was now misaligned and out of whack. Also, a page that looks totally perfect to me on my 17" crt monitor at a certain resolution is absolutely out of what on another monitor using the same size and resolution. How do I get my webpage to stay in the centre of the screen whether on low or high resolution. And also, how can I make sure that what is seen as perfect on one monitor looks the same on another monitor regardless of size or resolution.

I have read through some of the other threads looking for some self help. All of my text and table sizes are done in pixels. It seems that the solution is to change text and tables to percentages. Is this the solution?
