Site Layout/Flowchart or Design Software

The first step in creating a website is to flowchart the navigation and design it. Does anyone know of a good software choice for doing this? I am really looking to spend little or no money (prefer free). So, expensive software from M$ is probably not going to work for me.

In my classes I use MS Word. There is an option to select Insert->Diagram. Then there is a diagram that can be used for Site Hierarchy(sp?)

FWIW-I'm using Word 2003
