SIP UA cannot register accross Catalyst 5500

Multiple Vlan on Catalyst 5505. DHCP on vlan 10, Cisco 2800 as SIP register server on vlan 40, UA (DHCP client) on vlans other than vlan 40 cannot register with 2800.

Switch port that UA connects to sees the register request, but no response; Port that 2800 connects to does not see this request. Looks like Catalyst is not forwarding this SIP register request.
