SIP trunk MOH issue

I have a IPO R11.1.0.2 with SIP trunks that when a local user calls out to a customer and that remote side put the call on hold the local user hears the local MOH not the remote MOH. I have tried to check and uncheck local music source on the SIP trunk VOIP tab.
Not sure where to look in monitor to find what happens for MOH.
