SIP Trunk issue 2

Set up a new sip trunk today, started getting unobtainable when dialing out.
In System status I see errors when I dial out that all licences are in use, and "No Free channels were available: Outgoing group ID 18"
I have 23 SIP Trunk Channels licensed on the server.
The trunk group shows in service w/ 23 channels and 23 licences available none in use with everything idle

IP Office is running latest version 9.0.3

SIP trunk is registered?
run Monitor and only check the SIP tab left hand side and post it as that will give more information
