SIP Trunk 487 Request Terminated in Microsoft Lync

Hi all,,
I have an Avaya IP Office Server Edition connected with Microsoft Lync
it's working fine and i can make calls from Lync to Extensions in IPO and external call throw the IPO ( local, national, mobile and internationals )
but there is a problem with international calls, some times i can't make any international calls
in system status (Response = 487 Request Terminated)

Has anyone run into this issue or know of a solution?
