SIP SEP.XML 7970G IP set coding for External vs. Internal Distinctive Ringing??

Hi, can someone inform if the Tone Parameter determination between one ring for internal and two rings for external is controlled on the Call Manager for the SIP 7970G or if I can change something in the SEP.XML file for the phone when the phone is connected directly to a SIP trunking provider such as VOIP.MS?

If so, would someone be able to share the coding of the SEP.xml file?
