SIP Phone Interoperability

We are working on a SIP Device that can place and receive SIP Calls. We are trying to call a Cisco 7960 Phone using it IP Address but it is not responding. Any suggestions as to what we might be doing wrong? Are there configuration issues we need to address.

Make sure that it is a SIP Cisco 7960 and not a phone running skinny station protocol. There is a difference.
