SIP calls to PTSN config

Could use a little help...

Avaya CM/ASM/SBC 8.1.3.5. We are looking to move from Windstream as they are trying to charge us an ridiculous amount for outbound. We are also looking to move our helpdesk from the Ivanti telephone system to the Avaya. I did some testing over the weekend and see in the SIP traces the digits being sent but ASM is not getting them to CM. I tried an adaptation but am thinking I need to build a separate SIP trunk using say port 5062 in a new network region so that any number they dial would look to the PTSN/ARS table in that NR and route out our data center. If any of you have/or are doing this could you share?

Ivanti phone system points to the SM, the Ivanti dials 9 and then the number which tries to route through ASM. What is needed to trunk to trunk transfer and then out?
