SIP 1230 country tones

Hi there, hopefully someone can help. I have converted the Nortel 1230 from unistim to SIP. One of the settings I wish to adjust is the call progress tones for my country ie the ring pattern busy tone etc. Following the manual and placing it on the user.dat file I took a heading for Configuration tones and entered the settings according to the UK. Attached is my file which for the purpose of uploading is .txt but actual file is users.dat. The phone is reading the file OK as all the other settings have taken affect but the tones have not. would like to change this if possible.
