Single record report and multiple record report print differently

I have a report I use to print on a dot matrix printer. The multipart form we use in the printer is 8.5 x 7. I setup the paper size in the printer setup. We've used it to print a single form for years no problem everything lines up fine. If I try to use it to print multiple forms at one time it will print the 1st one fine but the next one starts to print on the bottom of the 1st form. Everything is EXACTLY the same in the settings. Any ideas what may be causing this?
 
All the possibilities I can think of...

1 There is a report header that is pushing the first page down far enough... Make the page header the same height (or add to it) and the report header height 0.
2 You are not forcing the new page correctly after each record... You might copy the report and change it to letter and try a different printer to double check (beyond looking at the report).
3 Something is amiss with the paper size setting, the driver or Access's ability to communicate with the printer. In this case, create a restore point and update everything. Search for form printing issues with your particular printer. It may be enlightening.
