Single page line printer report printing blank page

I am using Oracle Reports Developer (version 9.0.4.0.21) to generate a report that prints on a pre-printed form on a line printer. Occasionally, if I move fields that are located near the bottom of the page I receive:
REP-1219: 'Margin' has no size -- length or width is zero.

I have found, that by nudging those fields up or down a number of times, the error will go away. My fields are finally located exactly inside their boxes, without the REP-1219, but now I have a new problem. This report should print only one page. Now it also prints a blank page after the first. I have tweaked everything I can think of to no avail. What am I missing?

Try playing a bit with lower margin position or section height.

After all this time the source of the problem turned out to be the printer definition that the invoking web page was using.
