Single Extension Fwding

My site is a core with a bunch of LSP's that have local PRI's in each. I want to provide 1 general extension number that forwards to a specific 800# and I want the calls to go out from the local PRI's of whoever made the call. How do I accomplish that? A general call-fwd seems to default out of the cores PRI's.
 
I suppose you could have it go to UDP first - if your dialplan parameters hit UDP before EXT, or otherwise have it hit UDP if the EXT doesn't exist at all.
And then that exact match would go to ARS

And then, that ARS analysis will be relative to the calling party - so, through their specific location. You'd prefer that to having some extension in CFWD and the CFWD inherits the location of 'some extension' regardless of who called it.
