Simulating Access Runtime Environment

I know how to simulate a runtime environment by adding
/runtime to the end of the shortcut line.
However, I distribute my application using the Packaging Wizard and I include the runtime in the package.
When a user goes to install the package, I want the application to open up automatically in Runtime even if the user has Full Access.

How can I create my package to have it do that. Thanks.
