Simple VPN question 1

Here's a pretty basic one. I'm looking for the definition of a VPN tunnel. When a site-site VPN is created does it then create a tunnel that all the clients route through? Or do the clients all create seperate tunnels each time they access a resource on the remote network?
Looking at some VPN devices that say "70 simultaneous tunnels...etc etc" Does this mean that only 70 clients can access remote resources at a time? Or does this mean it can connect to 70 differnet vpn remote endpoints?
Just need some clarification please.

If you have two VPN endpoints that establish a tunnel, all clients on either side would use that same tunnel.

Thus, if you have an office in Chicago and an office in Cleveland and each have 10 users, you would only need 1 tunnel.
