simple reaction time test

Hey all,

I am looking to create a simple reaction time test for a Pocket PC, most likely the iPaq 5550. It will record and display the amount of time it takes a person to push a button once a stimulus is presented. I am new to this field of programming, so I was wondering if I could tap into your expertise and get some feedback. What are my timming options? What kind of consistency can I expect? What kind of accuracy can I get (I need millisecond accuracy)? What are the refresh rates of the LCDs? What kind of a delay can I expect from button press to the program registering the button press and stopping the counter? What other areas might cause an error in the reported reaction time? Thanks for any help with this issue.
