simple question

when i try and traceroute to a "down" ip
traceroute returns this:
1 others (155.30.21.122) 2992.829 ms !H 2997.742 ms !H 2999.942 ms !H


what is the time in ms that shows and what does !H means ?

I think it's telling you how much time it spent on that wild goose chase.
