Simple Question: Administrative Tools Group Policy

I am experimenting with a Windows 2003 Enterprise O/S installation. In Windows 2003 Standard users cannot access Administrative Tools and other admin type functions, but in the Enterprise edition they can.

How/Where do I go to turn on the features to prevent users from access these areas?
