Simple question about calling restrictions.

I have a phone that is currently totally restricted. It is only allowed to make and recieve station to station calls within the Meridian PBX.
They want to add the ability to recieve transferred calls from a non-restricted phone.
Isn't there a default setting for this type of situation? thanks
 
How is the reception of calls restricted? What tools are you using to do that?

Sounds like the CLS of the phone is set to FR2 (fully restricted) set up. That is the easiest way to restrict a phone from the outside world.
 
two other things you can check, ncos and tgar.

prt the tnb of a non restricted set, those prompts and the 1st 3 letters in cls can block that. is this a analog phone? if so add dtn to cls also
