I am new to Apache, and have just installed v2.0.52. In installation, I set my server to localhost. Following the directions that I am using, I proceded to test the validity of my setup by going to [my username]/ (in this case, Das Sarma) to view index.cgi. However, no matter what I do, I get a 403 forbidden error. I have checked the configuration 5 times; It is correct. In the error log, the message that I am getting is
[Wed Dec 29 10:49:25 2004] [error] [client 127.0.0.1] Directory index forbidden by rule: C:/Documents and Settings/Shirley Das Sarma/My Documents/My Website/
I have a gut feeling that I am doing something very stupid; Please help!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Put a file in there named 'index.html' and it will work fine.

Or enable DirectoryIndexes in your httpd.conf

Since there is no file apache wants to list the directory contents which can be a security issue and is default denied unless you override with the above configuration method.
