This is not really an ICR question. When Macola adds a new menu option, the menu options are not given to any users automatically except SUPERVISOR, DEMO and GUEST. It makes no difference if this menu option calls an ICR or a new Macola screen. As a result when ICRs first came out, existing users never got the new menu options, unless someoen went to visual menu builder and gave them the new menu options manually.
Also when copying from an existing user to a new user, the new user does not get the new menu options, unless the copy is from someone that already has the new menu options. Thus when Bob resigns and is replaced by Sue, and you copy Bob's menu options to Sue, she never gets the new menu options. I have seen this repeated for generations of new hires, even though ICRs first came out in 2000.
So the long and short of it is that the menu options must be manually made available to each user or group with visual menu builder.

When macola came out with 75103d they added an update menu routine so the users could get all the new menu items. There is a doc out on infomine or an explanation in the macola root directory as I recall.
