simple feather effect on the edges

I tried using the Select-->Feather option to create a blending effect of a green image, but I was unable to get the green image that's on it's own layer to blend with a white layer. How can I achieve this effect. step by step would be nice since I am a newbie

You could use a large fade brush but without seeing an example of the image, suggesting a solution is just guess work.
