Does a NEMA 5-15 connector look the same as a NEMA-520? I mean, can you plug the same connector into both?

A Nema 5-15 is a 15 amp rated device;note the hot & neutral
blades are parallel to each other. You can "plug" a 15 amp
amp device into a NEMA 5-20 recpetacle.
A NEMA 5-20 recptacle is rated for 20 amps;the neutral blade is not parallel to the hot blade. You can't plug a NEMA 5-20P(plug) into a NEMA 5-15R(recptacle).
