Silverstream and visual sourcesafe

I am working in a shared development environment. That means two or more Silver Stream Designers share a single Silver Stream Server.

I have installed a Developer Edition on each developer's workstation (Using a Designer-only install) and a Workgroup or Enterprise Edition Server on another machine. I had setup source control with source safe database also.

"With out checking out the object, the user cannot do any modification in that object"

But in my system, "with out checkout the object, the user is able to do modify that object"

Please give the solution for this problem.
