Silly Select Tag question

I have a <select> tag with 33 <option> tags. The user is only allowed to select one option and the size is one (it has to stay at one to fit inside of the toolbar). When you click on the drop down list the first 11 options are displayed with a scroll bar. The users have requested that they want more options to be displayed when they initially click on the drop down list (so they won't have to scroll as far). Is this possible or is there something else I can use?
