SILC card not giving both channels when sing modem

We have an Option 11 with a SILC card. I have patched one of the ports to a PC with an ISDN modem. When i use the modem for dial up i can only ever get one channel to work (64K) even though the modem is setup for bonding of both channels.

do i have to setup the SILC card ports in a certain way to get 128K across both channels on a call ?

 
i seem to remember from somewhere long long ago

that the second channel only comes up if the it is needed otherwise you just get B1 at 64k... but i could be way off....the mind goes walkies....

for all I know it's really the way the ISDN card in the PC is configured.
